Az Európa Központ tagja az European Migration Network Hungary hálózatnak. Az EMH célja, hogy a migrációval és a menekültüggyel kapcsolatos naprakész, objektív, megbízható és összehasonlítható információk nyújtásával támogassa a politikai-meghatározást az Európai Unióban. Emellett a nyilvánosság számára is tájékoztatást nyújt e területekre vonatkozóan.

Project Phases
Phase 1 – Creating a network of national Coordinators
In the initial phase of the project, a network of four national Coordinators will be created. The Coordinators will be well-known experts in their respective fields of expertise with a remarkable professional reputation both in their home countries and abroad. The nomination of the Coordinators will be the responsibility of a Project Manager, who will sign a contract with the International Visegrad Fund. The Project Manager will be expected to sign sub-contracts with other Coordinators from the other three Visegrad countries.
Phase 2– Creating national teams of experts/Working Group members
In this part of the project, national Coordinators will be expected to organize experts in Working Groups. Each Visegrad Convention Coordinator will have the right to nominee experts to respective Working Groups, while maintaining equal representation of experts from all Visegrad countries in each of the Working Groups. The Working Groups will thematically cover the most important priorities of the V4, including:

Program and participants of the Working Session (25th January, 2011)
Working Group No. 2. – EU Enlargement /Relations with the Western Balkan Countries
Working Group No. 3 – Relations with Eastern Neighbors
Working Group No. 4 – Development Assistance
The number of the working groups might increase or decrease as the priorities of the Visegrad Group change.
Phase 3 – Organizing initial meetings of the Working Groups
In this phase of the project, national Coordinators will be required to organize initial meetings of the Working Groups. During their first meeting the members of Working Groups will be asked to choose a Chairperson of their respective Working Group and their deputies. The Chairpersons will be responsible for setting up the agenda for the following meetings of the Working Groups, while respecting the majority opinion of the Working Groups members.
Phase 4 – Setting up regular meetings of the Working Groups
Phase 4 will start with the organization of the first round of regular meetings of the Working Groups. Apart from debating the pre-agreed agenda, the members of the Working Groups will also be encouraged to introduce new topics that reflect the most recent challenges in their respective field of expertise in the debate. Besides setting up the agenda for next Working Group meetings, the Chairpersons will be responsible for finalizing the recommendations to the governments of the V4 countries and/or the International Visegrad Fund. These recommendations should be approved by a single majority of the Working Group members.
